A five (5) Member City Council and Mayor, who are elected at-large, on a non-partisan basis, for four-year terms of office, govern Atkins. The job of Mayor, City Council and the City departments is to provide services to the residents of Atkins. City elections are held the 1st Tuesday in November during every odd-numbered year.
Atkins operates under a Mayor-Council form of Government. The principle of this type of government is that the Council sets policy and the routine administration of City business is carried out by an appointed City Administrator and the City staff. You are encouraged to contact your elected official or the City staff whenever you have a question or problem involving local government.

Scott Flory
City Administrator
Scott L. Flory is the City Administrator for the City of Atkins. He was appointed to that role in February of 2025. Prior to that Scott served as City Administrator for the City of Clear Lake for nearly 24 years. He previously served as City Administrator in Atlantic, Iowa and Shenandoah, IA. He relocated to Atkins from Clear Lake following his retirement there to be closer to his adult children in Cedar Rapids. He and His wife Bo are proud to call Atkins their home.
