City Council Meeting Agendas & Minutes

A five (5) Member City Council and Mayor, who are elected at-large, on a non-partisan basis, for four-year terms of office, govern Atkins. The job of Mayor, City Council and the City departments is to provide services to the residents of Atkins. City elections are held the 1st Tuesday in November during every odd-numbered year.

Atkins operates under a Mayor-Council form of Government. The principle of this type of government is that the Council sets policy and the routine administration of City business is carried out by an appointed City Administrator and the City staff. You are encouraged to contact your elected official or the City staff whenever you have a question or problem involving local government.

The City Council meetings the 2nd and 4th Tuesdays of each month at 6:00 p.m., in the Council Chambers at City Hall.

Public Notice: Proposed Property Tax Levy Hearing

Posted on March 10, 2026

The City Council will hold a public hearing on the proposed Fiscal Year 2027 property tax levy on Tuesday, March 24, 2026, at 5:45 pm at City Hall (480 3rd Ave) during a special City Council meeting.

The proposed property tax levy rate is $12.21 per $1,000 of taxable valuation, which is a $.22 decrease from the current fiscal year rate of $12.21 per $1,000 of taxable valuation.

The public hearing is part of the annual budget process and provides residents and taxpayers an opportunity to learn about the proposed levy. At the hearing, any resident or taxpayer may present objections to or arguments in favor of the proposed tax levy.

Following the hearing on the proposed property tax levy, the City Council will publish notice and hold a separate public hearing on the proposed city budget.

The City of Atkins is currently accepting applications from residents interested in serving on our City Boards and Commissions. These volunteer groups are a vital part of our local government and play an important role in shaping policies, guiding decisions, and supporting the work of the City Council.
Serving on a board or commission is a meaningful way to get involved, represent the voice of our community, and help steward the City’s assets while contributing to the quality of life in Atkins. We welcome applicants from all backgrounds and value a wide range of life experiences, perspectives, education, and skills. Diversity in thought and experience helps strengthen our community and our decision-making.

City of Atkins Water service line inventory – Posted 11-14-2025

The City of Atkins Water Division worked throughout the spring and summer to complete the water service line inventory that was required by the Lead and Copper Rule Revisions (LCRR).
You can read more about the LCRR on the United States Environmental Protection Agency’s website.

The City will continue to update our water service line inventory to identify potential sources of lead in drinking water. If your household received a notice in the mail, please check your water service line (as directed above in the link) and report the service line material.

City Council approves change in meeting time

At a Council meeting of May 13, 2025, the Atkins City Council approved a Resolution to change the start time of the regular meetings of the City Council from 6:30 pm to 6:00 pm. The dates themselves remain unaffected and are the 2nd and 4th Tuesday of each month.
The next regular meeting of the Atkins City Council will therefore begin at 6:00 pm in the Community Room at City Hall on May 27, 2025.
The City Council hopes the time change is beneficial to the public and encourages more in-person attendance at City Council meetings.
As a reminder, all meetings of the City Council are open to the public to attend.

ATKINS WATER DEPARTMENT POSTS CONSUMER CONFIDENCE REPORT

2025 Water Quality Report
Every year, the EPA requires municipal water systems to deliver a Consumer Confidence Report (CCR). This is sometimes referred to as the “Annual Drinking Water Quality Report”. The purpose of the Report is to provide customers with information about their local drinking water quality.
The 2025 report indicates that Atkins drinking water complies with all federal and state drinking water quality standards, such as the Safe Drinking Water Act of 1974.
Atkins water supply is regulated by the Environmental Protection Agency (EPA) and the Iowa Department of Natural Resources (IDNR). Since 1999, the EPA has required municipalities to report to its residents each year on the quality of its drinking water and include information on water sources and water treatment methods, as well as information on impurities that may have been present in the local drinking water. The EPA requires monitoring of more than 80 regulated drinking water impurities and testing for other emergent contaminants.
The Report must be completed and posted to the City’s website by July 1st http://www.cityofatkins.org/utilities/ and the Report will be published the in the Cedar Rapids Gazette. Additionally, the Report is posted at City Hall and is available to anyone who would like a copy by calling City Hall or the Water Department, and it is also posted at City Hall.
The Atkins Water Department is committed to continuously monitoring the quality of its water and the treatment process. Likewise, it is a priority of the City of Atkins to provide the residents of the City with safe drinking water now and in the future.
In 2012, the Atkins Water Treatment Plant project was selected to receive an Honor Award from the American Council of Engineering Companies. The Water Treatment Plant features a full-scale reverse osmosis treatment system, aeration, an 80,000-gallon clearwell, and extensive chemical addition (Atkins was the first water treatment plant in the state of Iowa to be 100 percent reverse osmosis without blending). In addition, odor scrubbing was added to the facility due to the plant’s location on a main street in town.
The City continues to improve and make investments in its Water Treatment Facility and distribution system.
